Obtaining Walking Wake
To obtain Walking Wake, first catch Suicune, Entei and Raikou. Put Suicune first in your party and add four past Paradox Pokémon.
Once your party is ready, go to the Safari Zone and find one of its lakes. You will find Walking Wake there at level 30. You do not need to complete the Pokémon League.
