Obtaining Tapu Bulu
To catch Tapu Bulu, first complete the Pokémon League. Then head to the Slateport City beach and defeat Elio, the Alola Trainer.
Next, build a party of six Pokémon that know Grassy Terrain and go to Verdanturf Town. Tapu Bulu appears in the town center at level 70. Florges learns Grassy Terrain by leveling up, and you can catch Flabébé on Route 123.
