Obtaining Okidogi

To obtain Okidogi, first complete the Pokémon League and reach the Battle Frontier. Build a party of five Poison-type Pokémon and make sure they all know Toxic, which you can teach from the menu.

Once your party is ready, head to the Safari Zone entrance. You will find Okidogi there at level 70.
