Obtaining Kyogre

To obtain Kyogre, first complete the Pokémon League. Go to the Weather Institute on Route 119, climb to the top floor and talk to the scientist at the back. He will tell you which route is experiencing heavy rain.

Travel to that route and look for a new diving spot. Use Dive to enter the underwater cave, where you will find Kyogre.
