Obtaining Iron Boulder
To obtain Iron Boulder, first catch Virizion, Terrakion and Cobalion. Put Terrakion first in your party and add four future Paradox Pokémon.
Once your party is ready, go to the Safari Zone and find the area with several rocks you can break using Rock Smash. You will find Iron Boulder there at level 30. You do not need to complete the Pokémon League.
