Obtaining Groudon

To obtain Groudon, first complete the Pokémon League. Go to the Weather Institute on Route 119, climb to the top floor and talk to the scientist at the back. He will tell you which route is experiencing an extreme drought.

Travel to that route and look for a new entrance in the rocky terrain. Enter the cave to find Groudon.
