Obtaining Gouging Fire
To obtain Gouging Fire, first catch Suicune, Entei and Raikou. Put Entei first in your party and add four past Paradox Pokémon.
Once your party is ready, head to Fiery Path. You will find Gouging Fire at level 30 near the entrance. You do not need to complete the Pokémon League.
