Obtaining Celebi

To obtain Celebi, put Suicune, Entei and Raikou in the first three party slots, in that order. Fill the remaining slots with Grass-type Pokémon and make sure they all know Sweet Scent. You must also play as Gold and set the follower option to 3 so that only Suicune, Entei and Raikou follow you.

Once your party is ready, go to Petalburg Woods and use Sweet Scent. Celebi appears at level 30, and you can catch it before completing the Pokémon League.
