How to obtain Kyogre in Johto

Obtaining Kyogre

To obtain Kyogre, you must first defeat Archie in the deepest area of the Whirl Islands, in the same place where Lugia appears.

After defeating him, go to the lowest part of the cave on Route 47. You will find Kyogre there.
