To obtain Articuno on Pokémon Quetzal (v0.8.1), you need to have a full team of 6 Ice-type Pokémon. Once your entire team is made up of Ice-types, head to Shoal Cave during low tide and make your way to the Ice Room. This one will appear at level 30.
You can catch it even before completing the Pokémon League.
